An recognized sponsor is a company, school, or organization that has been officially recognized by the IND to bring international employees to the Netherlands. As a recognized sponsor, you can submit work permit applications for foreign employees and benefit from accelerated procedures and reduced administrative burdens. The status applies to various categories such as highly skilled migrants, researchers, and regular employees, with each company required to meet specific conditions regarding reliability and financial soundness.

What is a recognized sponsor and why do employers need this status?

A recognized sponsor is an organization that has been officially approved by the IND to act as a sponsor for international employees who wish to come to the Netherlands. This status enables companies to submit work permit applications on behalf of their foreign employees and provides access to streamlined immigration procedures.

The IND grants recognized sponsorship for four main categories: study, exchange, research, and work. For each category, a separate application must be submitted. If your company has multiple branches, business units, or faculties, a separate recognition is required for each unit.

For certain residence purposes, recognized sponsorship is mandatory. This applies to au pairs, exchange programs, students, highly skilled migrants, and researchers under EU Directive 2016/801. An exception applies to highly skilled migrants and researchers with Turkish nationality. For regular employees, seasonal work, work-study programs, intra-corporate transfers, and European Blue Card holders, recognition is optional but possible.

What benefits does recognized sponsorship offer employers?

As a recognized sponsor, you benefit from significantly accelerated procedures at the IND. The immigration service aims to make decisions within 2 weeks, although some cases may take up to 7 weeks when work permits are required. This is much faster than the standard processing times for non-recognized companies.

You are required to submit fewer supporting documents with each application, which significantly reduces the administrative burden. Additionally, you can submit residence permit applications online via Portaal Zakelijk, which further simplifies and speeds up the process.

There are no minimum or maximum limits on annual applications, meaning you have the flexibility to hire international employees both occasionally and on a structural basis. These benefits make it much easier for companies to attract and retain international talent.

For your international talent acquisition strategy, recognized sponsorship also offers reputational benefits. Candidates can see that your company is officially recognized for guiding international employees, which builds confidence in your professionalism in this area.

What are the conditions and obligations of a recognized sponsor?

To become a recognized sponsor, your organization must meet strict requirements. Your company must be registered in the Dutch Trade Register, unless you are exempt under the Trade Register Act 2007. The IND assesses whether your continuity and solvency are sufficiently guaranteed, and you must not be bankrupt or have a payment moratorium.

The reliability of your organization, directors, and other involved persons is thoroughly investigated. You must comply with applicable codes of conduct, and if you are involved in the paid secondment of personnel, you must be registered with the Stichting Naleving Arbeidsvoorwaarden (SNA).

For companies that have been in existence for less than 1.5 years, a more extensive assessment procedure applies via a points system by the RVO. You must then submit a business plan and financial plan. The points system awards a maximum of 100 points, with a minimum of 50 points required for approval. Points are awarded for your business plan (40 points), organizational structure (20 points), and financial plan (40 points).

As a recognized sponsor, you have ongoing obligations. You must report changes in your shareholder structure, acquisitions, or financial difficulties to the IND. In addition, changes relating to your employees with a residence permit must be reported in a timely manner.

How do you apply for recognized sponsorship with the IND?

Applying for recognized sponsorship follows a structured process. You start by checking the requirements on ind.nl, where you can see exactly when recognition is mandatory and what conditions apply. You then gather all the required documents, which vary depending on your situation and the length of time your company has been in existence.

You complete the application form, which you can download from ind.nl, and attach all requested documents before sending them to the IND. Upon receipt of your application, you will receive payment instructions for the fees due, the rates for which are listed on ind.nl.

The standard processing time is 90 days, but this may be extended for incomplete applications or when additional investigation is required. For companies that have been in existence for more than 3 years and have achieved positive results in recent years, you can expect this processing time of 90 days. Companies that have been in existence for less than 1.5 years should allow for a procedure of up to 6 months due to the extensive assessment by the RVO.

A significant acceleration is possible if the Netherlands Foreign Investment Agency (NFIA) has been (or is currently) involved in the establishment of your company in the Netherlands. With an NFIA letter of acknowledgment, the IND will make a decision within 2–3 months, without advice from the RVO and without applying the points system.

After approval, you will be included in the Public Register of Recognized Sponsors on ind.nl. If your application is rejected, you can lodge an objection against the decision. Your recognized sponsorship remains valid as long as you meet the conditions, with no time limit.
